[DDI-SRG] DDI Schema development version

Regarding the next version of the DDI schema, do we know what will be
the version number / namespace? 3.1 or 3.01? Do we have a formal rule
for minor releases?

I have a request concerning the availability of the future schema files
in the SourceForge CVS. Could we maintain this as a "development "
version that gets updated whenever we have a bug fix resolution? This is
important some of the development projects I'm working on as won't be
able to implement some features based on the current schema. I would
therefore prefer or already develop against the bug fixed version in the
new namespaces. This is with the understanding of course that there is
no guarantee that schema updates won't change again before official
publication.The missing @isPublished attribute for example is a serious
problem for me. Other implementers may be interested in this option as
well.
