[DDI-SRG] Alerks email to the DDI user list

This raises a couple of issues that we have on the table:

1) the appropriate use of Name and Label outside of Variable.
2) use of Variable Group for grouping variables by concept
3) the definition of Concept...what is a concept, what is a keyword what 
is a subject.

Most of these are issues that are inherited from the looser structure of 
DDI 2. We need to clear these up ASAP for Alerk.
