Mary,

It is currently a zipped package which could be sent out directly to the

expert committee as this is not a public review. I'm writing up the
cover 
email. The zip file includes that standard package plus word versions of

PArt I and Part II with tracking change on. This will make it easy to 
idenify changes. Also there is a pdf of the changes listed by bug
number. 
Each inidicates the change made, whether it is backward compatible and
if 
not what change would need to be made to bring something up to 3.1 from 
3.0. This will make it a lot easier to review.

I've just gotten my connection back so once I've reviewed the package 
I'll send it along with review text.

would get on source forge. This is the review copy and we expect one or 
two small corrections in the published version.
