[DDI-SRG] Timing of Schema vote

The decision in TIC was to not wait for IASSIST because it may limit the
number of voters to those at the meeting. This is an expedited review, 2
week review and 1 week vote. So basically they could all vote a full week
before the DDI meeting at IASSIST.
