I would say get it to her as soon as you can. If it's easier and more accurate to wait, then you should do that.

Mary,
The detailed list of changes will be provided with the 3.1 schemas and
Part I and II draft. The vote should open two weeks after the content is
distributed. If I send Sanda the summary verbage when I send the materials
is that soon enough or does she need it before then. Its just easier to
summarize after I see the whole package and verify what has been updated.
