[DDI-SRG] Timing of Schema vote

Mary,
Arofan is just finishing up the last updates to the schemas. Unfortunately
he had to fly to Europe yesterday so I'm hoping to get this later today.
Achim will need to create the html field level documents and I'm working
on the drafts. I'd say realistically we are talking Wednesday earliest.
This is a slight delay over the scheduled plan but still allows voting
before IASSIST.
It will be version 3.1
Our versioning system is as follows: X.Y.Z
Main number change (X) occurs when new functionality is added
Change in Y occurs when there are backward incompatable changes which may
or may not effect a user depending on which element subsets they use
Change in Z reflects backward compatable changes only
