PLEASE COMMENT SO WE CAN RESOLVE THIS

@versionDate in versionable ID is currently xs:dateTime

A real use case of this is entering legacy material where we have user notes or 
other materials causing historical version updates to be recorded. We do not 
always have this detailed level of information (which is easily provided by 
software for real time versioning)

While 0's etc could be added to the missing content, it would be nice to know 
when missing information is due to lack of knowledge and when the contents are 
real.

Option are:

xs:union memberTypes="xs:dateTime xs:date xs:gYearMonth xs:gYear

OR

a limited set of these. Please note that user notes do NOT always have more 
than a year.

If I don't hear from anyone by Monday it will be resolved as the state union.
