Sanda reported that the parser rejected an entry of 1980-05-01 in the 
versionDate attribute of a VersionableID. I checked and where VersionDate 
used to be a type BaseDateType which allowed a union of dateTime, date, 
gYearMonth, gYear, and xs:duration the new attribute just accepts 
xs:dateTime. Please look at the bug and determine a) do we want to force a 
full xs:dateTime for all versionDates and b) if not how much of the union 
set we want to approve. I'd say drop xs:duration and keep the rest. But we 
may want to require at least a xs:date.
