[DDI-SRG] Question on byte order in ProprietaryRecordLayout and/or binary data formats

For SPSS file, I'm actually saving this in a ProprietaryProperty called 
"endianness". Now that these are codeValueType, we could attach a 
controlled vocabulary to it.
Just not sure what URL to publish the vocabulary under. Attached a 
sample file updated for CR3_2008-03-07
