[DDI-SRG] DDI 1/2.x DTD / XSchema discrepency

The XScheme are in correct if they do not contain both. The xml-lang was a 
mistake instroduced in one of the revisions where xml:lang was changed to 
xml-lang. The following revision corrected this but since we were 
retaining backward compatability they left the xml-lang in also.
