The way we are dealing with controlled vocabularies is as follows. Controlled 
vocabularies are of two types.

1 - Internally defined controlled vocabularies such as Identification type 
"Maintainable, Versionable, Identifiable" or Group grid definitions
2 - Externally defined controlled vocabularies

Type 2 will have a structure that allows you to put in content and declare the 
contolled vocabulary that is published using genericode structure. DDI (along 
with anyone else) can publish a controlled vocabulary. We assume that DDI will 
have a set based on the work the Controlled vocabulary group is working on. 
Ideally, DDI supporting institutions would create their own by importing a base 
DDI structure and then adding to it or disallowing items. This would support 
comparability between organizations while allowing them to provide organization 
specific content.

So the big thing is to have the elements requiring the preferred option of a 
controlled vocabulary. We would hope that publicaiton of the main list you are 
working on would take place in conjunction with the publication of DDI 3.0 so 
that people have controlled vocabulary lists available for use. In effect this 
takes some of the pressure off you and also allows for a controlled vocabulary 
creation and maintanence process that is not tied to the strict constraints of 
the schema development and versioning.
