[DDI-SRG] Interesting Question

I'm actually using this in DExT, you can have missing value codes with 
specific category label. The 'missing' attribute could however be stored 
in the Code instead than the Category (right now I need to create a 
dummy Category with an empty Label for unlabeled missing codes).
