[DDI-SRG] Code for bug 82 (Interviewer instructions)

Folks:

 

We agreed to ad an Interviewer Instruction Scheme to data collection (these
are potentially referenced by all control constructs).

 

I attach the current schema code written to achieve this. Please comment.
Note that there is no way to import Instructions from other schemes other
than by pulling in the entire scheme - is this OK? This is how other schemes
work (such as category scheme), where contents are either inline, or a whole
different scheme is imported.
