[DDI-SRG] Bugs 95 & 97

Folks:

 

We are currently requiring the use of CodeListID and CodeList Agency
wherever there is potentially a controlled vocabulary. Bugs 97 and 95 raise
the issue of a place where there *might* be a useful controlled vocabulary
of instrument types, but there might not. Should we make these attributes
optional, so that it is always possible just to stuff a descriptive string
into the field?

 

Notice that since we are using Genericode to do our controlled vocabularies,
this always comes with an after-the-fact validation step, where missing
values for either of these fields could be required.

 

I think they should be optional.
