[DDI-SRG] timeline

Here is the time line I worked out with Arofan and Joachim. Note that the 
CR-4 is optional and dependent on issues that need to be tested out as 
schema. The time between CR-3 publication and the final publication 
production will be filled with any issues we need to clear up. We 
anticipate that a number of controlled vocabulary items will be submitted 
and though we don't expect these to raise any major issues...you never 
know.

Please note that any new issues that come up will first be assessed as 
their priority for getting into 3.0. We really have to focus.

This will be an agenda item thursday along with NCube, datatypes, and 
preservation descriptors.
