[DDI-SRG] Analysis Unit

A question doesn't have an analysis unit because it can be used in a 
number of different instruments. It gains its anlysis unit when it is used 
in a particular location in a particular instrument. That is what the 
QuestionConstruct is about. It says insert QuestionX with Universe A and 
AnlysisUnit A here. So the only way a question could be reused without 
having a new QuestionConstruct which provides the appropriate Universe and 
AnalysisUnit, would be a repeated series or loop. Example:

For each person in the house hold ask the following questions:

  Q1
  Q2
  Q3

In this case the AnalysisUnit would be the target household member.
