[DDI-SRG] Publishing CR3 (fwd)

CR3 is now attached to the link "latest release" on the DDI 3.0 page. The 
note next to that should be changed to "(Candidate Release Version 3, 
February 17, 2008)" The date is the date on the zipped file name NOT the 
date of posting. You may want to add a note that updates will remain 
Candidate Release Version 3 but will receive a new date.
