[DDI-SRG] change log

I'm in the process of creating a change log from 3.0 as presented at 
IASSIST and published 7-23-07 (I guess this is actually CR1) to CR3. The 
purpose of the change log is to point them to changes since the last time 
they looked at documentation. We will eventually need an explicit change 
log for publication with the final 3.0. Can we discuss how this is to come 
into being and how far back it should go in the changes? Mantis covers the 
period I'm dealing with.
