[DDI-SRG] updates

1) I have recorded all the bug closures from Arofan's work on the 
CR3 that was distributed Feb 11. I will update when again when he posts 
the items in my email notes (in response to CR3 release) and today's real 
time bugs.

2) The release format notes and the updated publication time line has been 
posted on the TIC site, they are listed immediate above the minutes at

http://users.pop.umn.edu/~wlt/arofan/

3) I have added a couple of documentation bugs (resolved) to Mantis. I 
just wanted to be sure they were not missed after the schema correction 
was made.

4) I did the check for repeatability of all InternationalStrings, 
StructuredStrings and IdentifiedStructuredStrings (all can have language 
replication). Noted those require changes. See bug 132

5) I've added a bug 134 for Complete orphan review. I found 2 and listed 
them. Please add any others you run into to this list as a note. This will 
not be closed until we've completed the updates to 3.0 and run the final 
review.
