[DDI-SRG] Preparation for aggregation measure discussion

Aggregation measure is on the agenda for tomorrow.

This issue caused some discussion. Please read in advance ALL the notes 
at bug 116 and 121.

The main questions are:

- How can aggregate measure be comprehensively described especially in a 
machine-actionable sense?

- Can the chosen approach be used for description of aggregated measure 
for ncubes and for aggregated variables in microdata?

- Where should the description stay?

The people with experience in aggregated metadata/data are addressed.
