[DDI-SRG] A question about schemes - for TIC agenda this week

Noted: Is it possible to get a list of the schemes with an indication of 
which allow entire schemes to be included by reference, which allow items 
to be included by reference? There may be cases where we want to limit 
this ability but we should be able to justify any scheme that we treat 
differently from the others.

Right now the agenda for Thursday is this issue, aggregate measures, and 
NCube storage structures.
