[DDI-SRG] aggregate measure, bug 121

Sorry, it took so long.

I read again all the notes regarding the aggregate measure. I still 
think the whole approach to describe aggregated measures in a 
machine-actionable sense should be improved in the way I'm proposing. I 
see an overlap to your original proposed solution in bug 121, but it 
seems to be not sufficient in this sense. Perhaps I didn't understand 
some parts?

I described some uses cases along which a solution can be looked for. A 
related PDF file with tables is uploaded.

See new notes at bug 121. This includes an adjusted proposed solution 
for description of aggregated variables for ncubes and microdata.
