[DDI-SRG] DDI and Institutional Repositories briefing paper

I read this and passed it on to my boss. He may not know what OAI even is, 
but he respects the group doing the work on this. It's very concise which 
makes it excellent for making a case with those who seldom read past the 
title and author.
