[DDI-SRG] Review of DDI bug 221

Hi Maarten,

In today's TIC discussion we were reviewing 3.0 bugs and setting up our 
agenda for the next few months. One bug, number 221 and 220, deals with 
the structure of the URN as described in Part I and Part II of the 3.0 DDI 
specificiation. We'd like some outside opinions and are hoping you would 
review the contents of http://mantis.ddialliance.org/ bug 221 (you can 
view as a guest but not comment directly in Mantis).

In our workshops we have been teaching a structure that differs from that 
in the documentation. The structure in the workshops is as follows:

The location of the urn details in the documentation is provided in the 
bugs. We'd appreciate your view on the validity of the two urn's and 
anything else you'd care to comment on. Please send your comments to
