[DDI-SRG] SummaryStatistic and external code list for this purpose?

genericode is also used by UBL. In the UBL spec more attributes are 
mentioned for CodeType.

codeListID
codeListAgencyID
codeListAgencyName
codeListName
codeListVersionID
codeListURI
codeListSchemeURI

This seems to make sense.
