[DDI-SRG] SummaryStatistic and external code list for this purpose?

I understood the whole construction but not that codeListID is an URN.
The documentation says only: "Identifies the code list that the value is
taken from." Actually I'm not sure if this is the intention that
codeListID is an URN. As you said there should be the possibility to use
an URI, but there isn't. We should ask Arofan at Thursday.
