[DDI-SRG] SummaryStatistic and external code list for this purpose?

SummaryStatistic  type="SummaryStatisticType"
SummaryStatisticType contains
SummaryStatisticType which is r:CodeValueType

SummaryStatisticTypeCodedType is a substitution for SummaryStatisticType 
and is a restricted R:CodeValueType


Sooooo if you use SummaryStatisticType rather than 
SummaryStatisticTypeCodeType you are valid with using a genericode urn or 
LocationURI in the codeListID, but it does not validate the content
