[DDI-SRG] SummaryStatistic and external code list for this purpose?

OK.
I agree completely. We should make a review what to define as genericode 
and we should make sure that external code can be used.

SummaryStatisticType is of type r:CodeValueType (which should be the 
genericode way and allow an external list).
