[DDI-SRG] SummaryStatistic and external code list for this purpose?

SummaryStatistic is just an example for me. I would like to explore the
possibility of using an external genericode list. So my question is
general. At which elements you have the option of using an internal and
external list?
re: SummaryStatistic, why should this be restricted to an internal
definition? It can make sense to define an own list to which the
instance should be validated to. otherValue seems to be a poor choice.
The option of using an internal and external lsit should also exist for
IsoCountryCodeType (probably for others as well). This way DDI can be
used independently from a changing country list. (IsoCountryCodeType is
not defined as genericode). A genericode ISO country list see:
