[DDI-SRG] SummaryStatistic and external code list for this purpose?

In this case SummaryStatisticTypeCoded you don't have the option of using 
and external. We restricted it to an internal list. At least this is my 
understanding. You can use a value of UseOther and supply it in the 
otherValue attribute but you can't say where it is from.

If I am misreading your problem and causing you frustration just mentally 
smack me on the head and ignore me :)
