[DDI-SRG] SummaryStatistic and external code list for this purpose?

I don't understand how to use an external code list stored in a file 
according to Genericode.

I'm exploring the possibility to use an external code list for 
SummaryStatistic in physicalinstance. How can the file be referenced by 
an URI or URN? I'm confused.

SummaryStatisticType is of type r:CodeValueType. 
SummaryStatisticTypeCoded is a substitutionGroup of SummaryStatistic. In 
the instance SummaryStatisticTypeCoded is a child of SummaryStatistic.

Attached is a basic valid DDI instance with SummaryStatisticTypeCoded 
and a valid genericode instance with new measures.
