[DDI-SRG] DDI Agency pre-registration

Achim:
I would think this is clearly within the DDI community space so 
gesis.de.ddi should be fine.  It would however make sense to use 
gesis.org.ddi to match your domain. No formal process at this time so 
we're flexible. This might be a good reason down the raod to be flexible 
in the formal process. In the draft proposal, I also mention that we 
could consider "redirections" like gesis.de.ddi and gesis.org.ddi could 
point top the same organization. This is actually where implementing the 
registry raises tricky issues....

Note that the difference between agency identifiers and domain names is 
that there is no wild carding so departments/units producing DDI on 
their won also need to register (unless there is an institutional ID 
registry or something that ensures there is no duplicates). That means 
you may need something like zuma.gesis.org.ddi

Let me know which ones you like and I'll add to the current list.
