[DDI-SRG] DDI Agency pre-registration

Pascal,

this sounds like a good move. I'll put it on the agenda for discussion on 
Thursday. I don't think pre-assigning ID's to alliance members is a good 
idea. You don't know if the membership is a full organization or really 
only a segment of an organization. However, a message to each member with 
a suggested ID that they could simply approve might be in order...if this 
is doable. Something that speeds the process for them without dictating to 
them what their ID is.
