[DDI-SRG] GeographicLevelReference

I regret to inform you that Bug 201 is a show stopper. I can manage the 
GeographicStructure as a single refrence for the top level coverage by 
making sure ALL of my geographic area types are within a single structure. 
However, I have to make separate GeographicLocation sections for each 
Geographic level (state, county etc.) currently I can only include one of 
these in the SpatialCoverage.

For both, restriction at a lower level is impossible.
