Major and minor would be enough if, I think, we were only talking about the
public version releases of the entire dataset. But since most of the group
decided that individual elements in an instance may have different versions,
then that won't be enough. In that case, even three [Major Version].[Minor
Version].[Build Version] might not be enough.
