[DDI-SRG] Question regarding reasoning behind various identification types

I need a clear answer to this to send to Sanda. I would prefer an answer 
to this list that I can compile and send to her. It can get confusing when 
she gets multiple responses and she's particularly busy finalizing a 
workshop presentaton...hence the desire for a single response.

Question:

How was the determination made regarding the type of identification that 
an object receives in DDI 3.0? Why are some things, like Concept 
versionable and others like Variable simply identifiable? Do we have a 
clear decision rule on this?
