This is the response I sent to the TIC list regarding your question. I 
will but a bug in our tracker to add detailed documentation on this to the 
Instrument section of the User Guide. The field level documentation states 
that it should be processable code and this statement is clearly not that.

Pascal,

I believe this is a misuse of the available elements. IfThenElse contains
the following:

Code (xs:string)
SourceQuestion
Description (structured string)

The content noted below should have been in the description and/or listed
as a routing instruction if display is required. The Code element should
hold "The processible code of the expression".

The example sited was from the workbook provided at the IASSIST workshop
by Mary and Sanda. It is not an official document of the DDI 3.0
specification.
