[DDI-SRG] DDI Audiences

The Usability group has begun discussing the diverse audiences for DDI,
how to define what each group needs, and how to reach each group. One of
the objectives is to start marketing to more specific audiences, as
Pascal has suggested. Thus, we might take the approach of "DDI for Data
Archives," "DDI for Comparative Research," etc. Another objective is to
use this information in tools creation.
Ron Nakao and I talked further about this yesterday. Here is a summary
of where we are so far. Please feel free to comment on whether this
seems right. This list presumes that each group needs the core modules
(i.e., DDI instance, Organizations, etc.). This is just a start and I am
not exactly sure where to go from here, but it might be helpful if you
could think about the types of tools that we might create for each of
these audiences. Prioritizing the audiences would also be helpful.

* Data Archives -- Need study-level summary information with Archives
Module for metadata records and holdings listing; for technical
documentation, need "data" cluster: logical and physical product and
physical instance
* Software Vendors, specifically CAI -- Need Instrument Documentation
module
* Software Vendors, specifically statistical packages -- Need "data"
cluster
* National Statistical Agencies -- Cross life cycle so need Instrument
and data cluster
* Researchers/end users -- Those creating data need easy archiving tool
with data cluster; some may need Instrument also
-- Those doing Harmonization -- Need Grouping and Comparative modules
-- Those creating Question Banks -- Need Instrument
-- Those doing Comparative Research -- Need Grouping (comparison by
design) and Comparative (comparison after the fact)
