[DDI-SRG] defaultVariableScheme

During todays discussion we decided to explore the use of an alternate 
reference format for variables in BaseRecordLayout subsitutions where a 
DefaultVariableSchemeReference is used. This would mean limiting the 
VariableReference to an ID. Note that DefaultVariableSchemeReference is 
currently in use in DataSet as well as being added to the revision of 
PhysicalDataProduct.
