[DDI-SRG] Organization module?

Many thanks for the clarification. I agree with you that the term 
Archive is what is bothersome. Maybe we could indeed replace it with 
MaintainingAgency or MaintainingOrganization. The other thing that now 
also strikes me as odd is the lack of relationship between agencies in 
maintainable identifiers and the organization module.
