[DDI-SRG] Organization module?

Pascal,

Basically Organizations is changing from a module to a Scheme. It was only 
used as a part of Archive and acted more in line with Scheme structures 
than as a module. This came up as we were examining schema types and 
module types. So I believe this is simply a structural change 
(maintainable module to maintainable scheme) and no resulting change in 
functionality.
