[DDI-SRG] Instrument Documentation use case

We'll add this to the official list of Use Cases. Dan requested access to 
Mantis. Do you also want access? This would allow you to post bugs and 
comment on existing bugs.

Basically, if they are bugs submit them in Mantis. If its questions we can 
either assign you a liason with TIC (the transformed SRG) or you can use 
the listserve since you have access to it. We prefer all comments 
regarding bugs and any issues in Mantis to take place in Manitis. If you 
just want to gain an understanding of a section or discuss thoughts or 
idea, do it with your liaison or on the list. We are capturing these in a 
discussion log to help inform the documentation.

If you get to a point where you need to draw pictures on a bar 
napkin....there's always the Campus Club ;)
