[DDI-SRG] Candidate Draft Field-Level Documentation as Windows Help File

Achim,

Just to be sure I'm clear. this is the Candidate Review equivilent of what 
was listed on the Public Review page as:

Downloadable Schema Documentation (Windows Help File with full-text 
search) -- A standalone version of the DDI 30 XML Schema documentation 
with linked visualization of the schemas

if so I will send it to Sanda for posting on the Candidate Draft page. It 
may not get up until Mary's return simply because Sanda may prefer not to 
ask for more changes from Matt. However this was on the original page so 
there may be no problem. Thanks for getting this done.
