[DDI-SRG] mantis access levels

we were just discussing how to deal with adding new people after sending 
out the instructions to implementers and the expertcommittee/user groups. 
We will have 2 levels of access which are both currently set up as I 
understand (submission access and read access). We're having people 
wishing access to contact me and I'll pass that along with access type 
verification to you or whoever is setting up new accounts.
