[DDI-SRG] clarifications for referencing

I'm fowarding the following question from Sanda as I think we need clearer 
documentation on this and some examples of when and how to do references 
of varying specificity. This will be files as a bug for document 
clarification, but I'm hoping we can get some clarification sooner so I 
can send it on to Sanda.

1.ReferenceType now contains optional references to module and scheme.
When exactly should these be used? The documentation says "in cases
where there have been local modifications" but could you explain
concretely what this means?
