[DDI-SRG] Draft Issue Tracker User Guide

fellow TICs,

I'll put it on the agenda. At the moment I tend to agree with Arofan and 
think the expert committee would be appropriate. I think we need to be 
clear about what we expect from this and whether detailed access will be 
enlightening or confusing. We will be sending out a summary to 
the Alliance periodically and we need to be sure this is clear so they 
don't see access as the only way to be informed. At the same time I don't 
want to block off their options for being involved in the process.
