[DDI-SRG] Issue tracker account options

All:
Actually checked the issue tracker configuration options and there is a
difference in Mantis between a Reporter and an Updater. Basically, a
Reporter can't change things once it's in the system, an  Updater can
come back and update text previously entered. Do we want to allow users
to change title, description and notes after they have entered them? If
not, this will need to be updated in the User Guide. I would have
tendency to allow this as it is useful to refine descriptions or fix
typos. Comments/suggestion?
