[DDI-SRG] URN Resolver

Arofan learned at XML 2007 conference from Norman Walsh, that he did an 
update of the resolver tool. The existing resolver is already considered 
as a good basis for the URN resolving in DDI tools.

The main improvement in terms of features is the automatic caching of 
resources. The old resolver was based on local XML Catalog files, which 
must be maintained locally. The caching mechanism enables automatic 
lookup on the web, when a resource cannot be resolved locally. The 
consequence is that the local XML catalog are not required to be 
maintained locally. A network of DDI resolvers can be based on this 
approach.

Norman Walsh plans further improvements on the resolver like integration 
into the standard JAXP factory mechanism.
