[DDI-SRG] CR 3 status

Arofan,

I mentioned last week an issue with DataSet. I'm not able to build a 
valid instance with inline data. Something with the substitution group 
doesn't seem to work. See the attached test instances. pd.xml for a 
physical data product with a separate data file. pd_inlineData.xml for a 
physical data product with inline data. The second one is not valid 
right now with the 'DataSet' container instead of the 'RecordLayout'.

Please look into this. The inline data we need to test the output files 
of the converters.
