ResourcePackage was created to do exactly this - the reason it is nested in
a LogicalProduct is to allow for people to pick it up at that level if
needed.

I have practical question: how can I publish/share a set of standard 
categories and codes using DDI 3.0? I don't think there is a a clean way 
to do this at this point since a CodeScheme or CategoryScheme only exist 
in LogicalProduct which in turn typically lives in a StudyUnit or a 
ResourcePackage. I could possibly also create a stand alone 
LogicalProduct but then I must include the mandatory VariableScheme. Is 
this the only way to go (a LogicalProduct with an dummy VariableScheme 
and Variable...) or should we come up with a better mechanism (like 
having a Classification element with CategoryScheme and CodeScheme as 
children under ResourcePackage)? A simple use case is to create a the 
list of countries with their various associated codes 
(http://en.wikipedia.org/wiki/Country_codes:_A).
